THCa Pre-Rolls - Ready-to-Smoke Joints

A.R.S. 13-3405(I)(2) exempts 'commercial production, processing, manufacturing, distribution or commerce of industrial hemp' from the marijuana offense, so plant material — flower and pre-rolls — is exempt. Extracts are not: 13-3401(4) makes resin and every compound or derivative of resin a narcotic drug under 13-3408, which 13-3405(I) does not touch, so vapes, concentrates, edibles and tinctures made from distillate are out. Note also 3-316(B), which measures 'carboxylated delta-9 tetrahydrocannabinol' — that is THCA — so Arizona is not purely delta-9 despite 3-311. The exemption is conditioned on actions 'authorized under federal law', so it self-executes shut on November 12, 2026. AG Op. I24-005 held the hemp law 'did not create an exception' for unlicensed sale, and a preliminary injunction was denied in Hemp Industry Trade Association v. Mayes, now on appeal.

Separately, the federal hemp definition changes on November 12, 2026, when total THC replaces delta-9 as the test and finished products are capped at 0.4 mg of total THC per container. That applies nationwide regardless of state law.
