O.C.G.A. 2-23-4 makes it unlawful to offer hemp flowers or leaves for retail sale, and 2-23-3 defines THC to include tetrahydrocannabinolic acid, so the total-THC math applies too. Gummies and base-oil tinctures under the milligram caps are still sold.
Separately, the federal hemp definition changes on November 12, 2026, when total THC replaces delta-9 as the test and finished products are capped at 0.4 mg of total THC per container. That applies nationwide regardless of state law.
