6 CCR 1010-24 applies a 0.3% total-THC test (0.877 x THCA) plus a 1.75 mg per serving and 15:1 CBD:THC cap, and limits hemp products to food and cosmetic forms. That closes hemp retail to flower, pre-rolls, vapes and concentrates; licensed dispensaries carry them instead.

Separately, the federal hemp definition changes on November 12, 2026, when total THC replaces delta-9 as the test and finished products are capped at 0.4 mg of total THC per container. That applies nationwide regardless of state law.
