7 M.R.S. 2231 defines hemp by 'a delta-9-tetrahydrocannabinol concentration of not more than 0.3% on a dry weight basis, or as otherwise defined in federal law'. Delta-9 alone with no post-decarboxylation requirement in the definition, so THCA flower complies today. Note the tail clause: Maine auto-conforms to the federal definition, so when H.R. 5371 takes effect on November 12, 2026 this row changes without any action by the Legislature.

Separately, the federal hemp definition changes on November 12, 2026, when total THC replaces delta-9 as the test and finished products are capped at 0.4 mg of total THC per container. That applies nationwide regardless of state law.
