Va. Code 3.2-4112 defines total THC as delta-9 plus 0.877 x THCA, and 3.2-4126(B) caps an inhalable hemp product at 0.3% total THC AND 2 mg total THC per package unless CBD is at least 25x the THC. THCA flower cannot pass either test.
Separately, the federal hemp definition changes on November 12, 2026, when total THC replaces delta-9 as the test and finished products are capped at 0.4 mg of total THC per container. That applies nationwide regardless of state law.
