NAC 557.136's post-decarboxylation clause governs cultivation only — its heading is 'report of results required before crop enters stream of commerce', its operative clauses speak to a crop and a registrant, and NRS 557.190 removes resellers from chapter 557 altogether. Nevada's retail rule is NAC 439.660-439.672, adopted by DHHS: 439.668 sets the requirements for sale and adulteration by reference to 'the maximum THC concentration established by federal law', still a delta-9 measure until November 12, 2026, and 439.670(4)(a) lists tetrahydrocannabinolic acid as a cannabinoid separate from THC. Separately, the federal hemp definition changes on November 12, 2026, when total THC replaces delta-9 as the test and finished products are capped at 0.4 mg of total THC per container. That applies nationwide regardless of state law.
