A 2025 law treats THCA as equivalent to delta-9 for the 0.3% threshold using the same 0.877 factor. Alcoholic Beverage Commission rules took the retail market dark on July 1, 2026, ending sales of the products that drove most of the state’s hemp revenue.

Separately, the federal hemp definition changes on November 12, 2026, when total THC replaces delta-9 as the test and finished products are capped at 0.4 mg of total THC per container. That applies nationwide regardless of state law.
