THCa in Vermont: Restricted
In effect since June 10, 2024
CCB Rule 2.9.2 applies a total-theoretical-THC formula and Rule 2.17 makes anything above 0.3% total THC, 1.5 mg per serving or 10 mg per package a cannabis product, CCB dispensary only. The state says plainly that THCA counts as THC.
Separately, the federal hemp definition changes on November 12, 2026, when total THC replaces delta-9 as the test and finished products are capped at 0.4 mg of total THC per container. That applies nationwide regardless of state law.
