P.A. 25-101 (effective October 1, 2025) expressly permits general retailers who are not cannabis licensees to sell hemp flower behind the counter or in a locked case to buyers 21 and over. Vapes and concentrates are more restricted. Earlier total-THC readings of Connecticut law predate this amendment.

Separately, the federal hemp definition changes on November 12, 2026, when total THC replaces delta-9 as the test and finished products are capped at 0.4 mg of total THC per container. That applies nationwide regardless of state law.
